Determining immediate solution to the perennial flooding in Maguindanao
The Ministry of Public Works-BARMM Focal Person Abdulraof Macacua emphasizes the need to provide immediate solutions to the recurrent flooding in Datu Salibo, Maguindanao through the implementation of priority projects and interventions during the coordination meeting with the Provincial Local Government Unit (PLGU) of Maguindanao, Municipal Local Government Unit (MLGU) of Datu Salibo and MLGU of Datu Piang last August 6, 2019 in the MPW-BARMM Conference Room.
Serving as the catch basin of flood waters from nearby municipalities, the Bangsamoro People in Datu Salibo continue to suffer from almost mid-waist length flood. In order to provide assistance to the affected families, the MLGU of Datu Salibo provides relief goods in partnership with BARMM-READI. Simultaneously, the MLGU of Datu Piang conducts clearing operations of water lilies along the riverbank and continuously monitors the flood level.
MPW-BARMM Assistant Secretary Danilo Ong explained that the road project affected in Datu Salibois categorized as a national road. Under the Bangsamoro Organic Law, national roads are no longer under the jurisdiction of BARMM. To address the problem, various stakeholders will be submitting Plans and actions with project proposals to the DPWH National.
Maguindanao 2nd District Engineering Office (DEO) Planning Chief Engr. Tarhata Pantao-Kalim provided detailed narratives of the activities conducted by the ministry in light of the current situation in Datu Salibo. Part of the measures instituted by the Ministry is to conduct survey of national roads heavily affected by flooding. She presented the flood prone areas mapped out through Google Satellite Imaging and the underlying conditions of the waterways due to heavy flooding.
Engr. Kalim also discussed that based on the survey conducted by the Maguindanao 2nd DEO, conducting a dredging activity may only cause the water to simply settle since Datu Salibo is a marshland. Instead clearing obstructions such as garbage and water lilies are advised.
However, the Provincial Engineer of Maguindanao stated that dredging operations in the area — with the availability of dredging equipment (floating excavator) recently acquired by the MPW-BARMM, is really needed because there are elevated parts especially the 1 km perimeter in Butalo Bridge.
In order the expedite the submission of plans and actions to address the flooding in Maguindanao, another separate meeting together with the LGUs of Datu Salibo and Datu Piang was scheduled last Saturday, August 10, 2019.
