
The Expanded Bangsamoro Advanced Road Mapping and Management (E-BARMM) System
The Expanded Bangsamoro Advanced Road Mapping and Management (E-BARMM) System is a powerful and publicly accessible online repository of information on BARMM’s infrastructure projects. E-ARMM as it was called then is a product of years of efforts that started in 2012 and was launched in 2014. Then Regional Secretary and now Undersecretary Emil K. Sadain conceptualized and championed this initiative which is first in the Philippines, aligned with the Reform Agenda 2012 and Beyond of the defunct DPWH-ARMM under the administration of Regional Governor Mujiv Hataman. E-ARMM was further enhanced by Secretary Don Mustapha A. Loong through the use of drone and route shoot technology. In 2017 E-ARMM was recognized and lauded by Sen. Panfilo Lacson that accordingly is worthy of emulation by other government agencies.
The BARMM Ministry of Public Works taking cognizance of the appropriateness of the system as a transparency tool further enhanced the system through the development of android application. Like E-ARMM, E-BARMM offers extensive information concerning infrastructure projects funding source, location, costs, and status including geographic information system (GIS) maps, geo-tagged pictures and high resolution videos using drone technology. Information uploaded to the system are verified to ensure correctness and propriety. To further enhance the system and promote transparency, the maintenance activities are now included in the E-BARMM system.
