What are the requirements to apply?

Interested and qualified applicants should signify their interest in writing through the Bangsamoro Job Portal. Attach the following documents to the application letter and submit through the Bangsamoro Job Portal not later than indicated deadline of submission.

1. Fully accomplished Personal Data Sheet (PDS) with recent passport-sized picture (CS Form No. 212, Revised 2017) which can be downloaded at www.csc.gov.ph;

2. Performance rating in the last rating period (if applicable);

I received a notification that my application is incomplete. What should I do?

First, Check your profile documents and ensure that the following are available:

1. Fully accomplished Personal Data Sheet (PDS) with recent passport-sized picture (CS Form No. 212, Revised 2017) which can be downloaded at www.csc.gov.ph;

2. Performance rating in the last rating period (if applicable);

3. Photocopy of certificate of eligibility/rating/license; and

4. Photocopy of Transcript of Records; and

5. Photocopy of other supporting documents.

Second, if the above have all been uploaded, ensure that your documents are readable, and the information in them are clear and following the prescribed format.

Third, if the above are okay, do check you Personnel Data Sheet, as the details may be incomplete. Note that if a certain item is not applicable to you, you should indicate “n/a”.

Can I send an application for all positions I am qualified for?

There is no limit to the number of application you can submit. However, please note that you should check the Job Description for the positions you are applying for.

It is the Government of the Day’s policy to implement an independent, strictly merit-based and credible placement and hiring process. The duly approved Merit Selection Plan approved by the Civil Service Commission, along with the Guidelines for Recruitment as approved under Resolution No. ___ dated ______ by the HRMPSB will rate applicants according to position fit. You will be interviewed for each and every Plantilla you are shortlisted for and will be required to submit a duly notarized original copy every time.

What are the causes for disqualification?

a.Incomplete Documents

b.Improper completion of required documents

c.Not meeting the qualification standards based on the documents submitted on eligibility, education, training, and experience.

The requirements and qualification standards are all indicated in the Job Details of each position.

I have all the qualification requirements for the position, why was I disqualified?

There are three reasons why an applicant will be disqualified for the position. They are as follows:

d.Incomplete Documents

e.Improper completion of required documents
There is a proper way of filling in the Personal Data Sheet and details needed in the PDS and certifications. For the proper filling of PDS, please refer to the Civil Service guide.

f.Not meeting the qualification standards on eligibility, education, training, and experience.

Note that eligibility, education, training and experience requirements need to have supporting documents. These shall also be required by the Civil Service Commission in the event of appointment.

I have been appointed to a similar position, why was I disqualified?

The basis for your application with the Ministry are the documents you submitted. For purposes of reviewing qualification, the information in your notarized Personnel Data Sheet (PDS – Civil Service Form 212) shall be used.

As such, please ensure that the PDS is notarized, and that you indicate all your applicable credentials, and the complete inclusive dates (using the provided format).

In the Ministry HRPSMB Resolution No. ____ , the evaluation of credentials will consider incorrect format (that can be confused with another date) or incomplete information (such as when only the month and year is indicated) to protect the integrity of the evaluation. Attachments are considered secondary documents, and will only be reviewed if the entry in the PDS is proper.

Why does the Personnel Data Sheet (PDS) need to be notarized?

Under Resolution 1700656 promulgated on 21 March 2017, the PDS which is a Civil Service form is the official information sheet and main supporting document for all appointments in the government service.

To ensure integrity of the information it contains, it made to be a sworn statement, to which any misrepresentation can cause filing of an administrative/criminal case. This thus require the signature of the applicant and declaration under oath in the presence of a personal duly authorized to administer oath.

What is the status of my application?

You will be informed of the status of your application through the contact information you have indicated in your Job Portal profile.

For Salary Grade 9 below positions, no exam will be required.

For Salary Grade 10 above positions, the Ministry will schedule you for a pre-qualifying exam. The exam will consist of the basic Bangsamoro Government Profiles Ability Profiler, and other exam(s) depending on the vacancy you applied for. Please wait to be scheduled.

Once you have taken the necessary exams (if applicable), the next step in the application is the shortlisting of top applicants for interview based on its Merit Selection Plan. Shortlisted applicants will be informed via text and email of the schedule of their interview. Those who are not included in the shortlist and whose application has terminated for the specified Plantilla will be informed via the Job Portal.

For shortlisting to happen, the results of all applicants for the vacancy must be complete.

Why is the recruitment taking so long?

The Ministry has over 500 vacancies, many of which are technical positions requiring scrutiny of qualifications and job fit. We aim to hire the best to serve the Bangsamoro and it is through this careful review that we will be able to do so.

When is the exam/When is the schedule of my exam?

Group exams shall be posted in the MPW website and MPW facebook page. All applicants shall likewise be informed through the Job Portal indicated contact email and number.

The date, time, and location of your exam will be indicated in the email/text message along with other instructions.

I haven’t received a schedule for my exam while my peers have already received their schedule, what should I do/can I take the exam?

The schedule of exams are affected by different factors such as profile address, location of vacancy being applied for, availability of testing units, and type of exams that need to be taken.

Should an announcement be made that exams have been conducted for the specific position you applied for, and/or for the location covering your profile address, you may reach to us at [email protected].

Can I take the exam?

You can only take an exam with us upon scheduling.

Can I take the exam online/remotely?

As of now, the HRMPSB resolved to only allow Ministry administered exams.

I am unavailable during the exam schedule. What should I do?

Unfortunately, the policy of the Ministry is to not allow rescheduling. Failure to take the exam shall be considered disinterest in all active applications with the Ministry.

Am I shortlisted?

What is the criteria for shortlisting?

Applicants are ranked based on relevant education (30%), training (10%), experience (20%), and exam (10% if required, if none, full % shall be given).

Why am I not shortlisted?

Applicants who have the minimum qualification standards are ranked based on relevant education (30%), training (10%), experience (20%), and exam (10% if required, if none, full % shall be given).

Please consider the number of interested applicants for the vacancy you submitted an application for.

Not being shortlisted does not mean disqualification, it means that there are applicants who ranked higher in terms of education, training, experience and exam (if applicable).

The top ranking applicants are those who are shortlisted for interview. Among those interviewed, job fitness is assessed and should the HRMPSB find that there are none from the interviewees who can be a fit for the vacancy, the HRMPSB shall invite more applicants following the rank in the shortlist.

I have multiple applications for which I have been shortlisted for interview, should I submit an original PDS every interview?

Yes, you will however no longer be required to submit the required photocopies unless there has been changes in your PDS. An original PDS will be required for shortlisted applicants in the event of a recommendation for appointment.

Why are you not interviewing all applicants?

Following the Merit Selection Plan and the Guidelines for Recruitment of the Ministry, only shortlisted applicants will be interviewed.

The Ministry received a large volume of applications from qualified applicants. To expedite the placement process, the Ministry follows a Guidelines for Recruitment which rank applicants based on eligibility, education, training and experience. The top ranking applicants are those who are shortlisted for interview. Among those interviewed, job fitness is assessed and should the HRMPSB find that there are none from the interviewees who can be a fit for the vacancy, the HRMPSB shall invite more applicants following the rank in the shortlist.

What is the next step after the interview?

The recommended candidate(s) for appointment of the HRMPSB shall be submitted to the authorized appointing authority.

The appointing authority shall issue the appointment to the chosen candidate. The appointment shall follow the prescribed rules on appointment including publication as required under existing civil service laws and regulations.

A shortlisted and interviewed candidate will be informed if he or she has been chosen, or if the vacancy has been filled by another candidate.

I no longer wish to pursue my application, what should I do?

If you have been informed that you have been shortlisted, please contact the number indicated in the invite to withdraw your application.

I received information that the Ministry is disqualifying from all of my applications, despite completeness of documents, and meeting the qualification standards. Why is this/ What should I do?

The following might be probable reasons:

k.Non-compliance to a written instruction, after fair warning(s);

l.Non appearance to an interview following a confirmation made; and

m.Non confirmation or failure to respond to an invitation for an interview.
